ผู้สื่อข่าวรายงานว่า สภานิสิตจุฬาลงกรณ์มหาวิทยาลัยได้ออกแถลงการณ์เรื่องจุดยืนของสภานิสิตต่อความตกลงปารีส (Paris Agreement) และการแสดงความกังวลต่อกรณีการถอนตัวออกจากความตกลงปารีสของสหรัฐอเมริกา โดยมีรายละเอียดระบุว่า
แถลงการณ์สภานิสิตจุฬาลงกรณ์มหาวิทยาลัย เรื่อง จุดยืนของสภานิสิตต่อความตกลงปารีส (Paris Agreement) และการแสดงความกังวลต่อกรณีการถอนตัวออกจากความตกลงปารีสของสหรัฐอเมริกา
ตามที่ที่ประชุม COP 21 ณ กรุงปารีส สาธารณรัฐฝรั่งเศส ได้รับรองความตกลงปารีส (Paris Agreement) เมื่อวันที่ 12 ธันวาคม 2558 โดยเป็นตราสารกฎหมายที่รับรองภายใต้กรอบอนุสัญญา UNFCCC ฉบับล่าสุด ต่อจากพิธีสารเกียวโตและข้อแก้ไขโดฮา เพื่อกฎกติการะหว่างประเทศที่มีความมุ่งมั่นมากยิ่งขึ้นสำหรับการมีส่วนร่วมของภาคีในการแก้ไขปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศ โดยมุ่งเสริมสร้างการตอบสนองต่อภัยคุกคามจากการเปลี่ยนแปลงสภาพภูมิอากาศระดับโลก ในบริบทของการพัฒนาที่ยั่งยืนและความพยายามในการขจัดความยากจน
และตามที่เจตนารมณ์ของสภานิสิตจุฬาลงกรณ์มหาวิทยาลัยได้ประกาศชัดแจ้งแล้วว่าสภานิสิตต้องส่งเสริมและสนับสนุนระบบนิเวศภายในมหาวิทยาลัยให้ยั่งยืน และต้องสนใจปัญหาของโลกภายนอกมากขึ้นนั้น
สภานิสิตจุฬาลงกรณ์มหาวิทยาลัยจึงขอแสดงจุดยืนในการเห็นด้วยและสนับสนุนความตกลงดังกล่าว อันไม่เพียงแต่ทำให้ระบบนิเวศภายในมหาวิทยาลัยยั่งยืนเท่านั้น แต่ยังทำให้การพัฒนาโลกของเราเป็นไปอย่างยั่งยืนและสมดุลทั้งในมิติของความเจริญทางด้านวัตถุควบคู่ไปกับการรักษาสิ่งแวดล้อมเพื่อบรรลุเป้าหมายการพัฒนาแห่งสหัสวรรษและเป้าหมายการพัฒนาที่ยั่งยืนขององค์การสหประชาชาติ ร่วมกับอีก 191 ประเทศทั่วโลกที่ลงนามในความตกลงฉบับนี้
ทั้งนี้ สภานิสิตจุฬาลงกรณ์มหาวิทยาลัยขอแสดงความกังวลต่อกรณีที่นายโดนัลด์ ทรัมป์ ประธานาธิบดีสหรัฐอเมริกา ได้ประกาศนำสหรัฐอเมริกาในฐานะประเทศมหาอำนาจและมีส่วนในการปล่อยก๊าซเรือนกระจกเป็นอันดับ 2 ของโลก ถอนตัวออกจากความตกลงปารีส เพียงเพราะเชื่อว่าภาวะโลกร้อนเป็นเพียงเรื่องหลอกลวง และความตกลงฉบับนี้ทำให้สหรัฐอเมริกาเสียเปรียบจีนและอินเดีย ซึ่งขัดต่อหลักการอเมริกาต้องมาก่อนและอเมริกาต้องกลับมายิ่งใหญ่อีกครั้งของประธานาธิบดีทรัมป์ แต่การที่อเมริกาต้องมาก่อนกลับต้องแลกมาด้วยการทิ้งโลกทั้งใบไว้ข้างหลัง ด้วยอุณหภูมิโลกที่จะเพิ่มขึ้น 0.3 องศาเซลเซียส ปัญหาการกัดเซาะชายฝั่งและปัญหาภัยธรรมชาติอื่น ๆ ที่จะรุนแรงมากขึ้น เมื่อไม่มีสหรัฐอเมริกาอยู่ในความตกลงฉบับดังกล่าว
สภานิสิตจุฬาลงกรณ์มหาวิทยาลัยยังคงเชื่อมั่นในข้อพิสูจน์ทางวิทยาศาสตร์ว่าภาวะโลกร้อนเป็นความจริงและกำลังบ่อนทำลายความยั่งยืนของโลกเราเป็นอันมาก และสภานิสิตเชื่อว่าโลกของเราทั้งใบต้องมาพร้อมกัน อันจะช่วยทำให้โลกของเรายิ่งใหญ่และดีขึ้นกว่าเดิม หาใช่ประเทศใดประเทศหนึ่งเพียงแต่ประเทศเดียว และทำให้โลกของเราทั้งใบพัฒนาต่อไปอย่างยั่งยืนและมั่นคงมากขึ้นกว่าเดิม
Statement by the Student Council of Chulalongkorn University
on the Student Council’s standpoint about Paris Agreement and expressing concern over the United States withdrawal from the Paris Agreement
As the 21st Conference of the Parties (COP 21) which was held in Paris adopted the Paris Agreement under the United Nations Framework Convention on Climate Change (UNFCCC) on 12 December 2015, after the Kyoto Protocol and Doha Amendment to the Kyoto Protocol. The agreement’s aim is to set more ambitious directions between countries in order to participate in solving climate change problem by placing emphasis on sustainable development and poverty eradication.
In accordance with the announced charter of the Student Council of Chulalongkorn University, the council must promote and support ecological sustainability. Furthermore, it must pay more attention to global issue.
Following the aforementioned reasons, the Student Council of Chulalongkorn Univeristy would like to state our standpoint on the Agreement which we approve and support it. We believe that it will lead to not only ecological sustainability in our own campus but also global sustainable development in the manner of both economic growth and environmental protection in order to achieve the millennium development goals (MDGs) and sustainable development goals (SDGs) of the United Nations along with 191 nations around the world.
The Student Council of Chulalongkorn University would like to express our concern over President Donald J. Trump’s decision to pull the United States, the powerful country which is also the world’s 2nd largest emitter of greenhouse gases, out of the Paris Agreement because he believes that climate change is a hoax and this agreement gives China and India an economic leg up on the United States which is against his policies “America first” and “Make America Great Again”. However, choosing to put America first can be interpreted as leaving the whole world behind. The U.S. withdrawal from the Paris Agreement could add a 0.3 degree Celsius rise in global temperature, aggravate coastal erosion problem and natural disasters.
The Student Council of Chulalongkorn Univeristy believes in the scientific evidences which prove that climate change is real and continually destroying the world sustainability, hence we the peoples of this world must come together to make the world greater and better, not just for one nation’s sake but the whole world and improve the world sustainably and steadily.
